Why Europe Keeps Regulating Technologies It Does Not Control

A question to investigate: what changes when regulatory influence exceeds ownership of the underlying technology?

The question

Regulation and technological ownership are separate forms of influence. A serious argument about Europe should distinguish the power to set market conditions from the capacity to build and operate the systems themselves.

The work still required

This is an editorial proposal, not a sourced policy essay. A publishable version needs evidence about investment, infrastructure, deployment and the actual effects of specific rules. The provocative title is a hypothesis to examine, not a conclusion established here.
